[fr] En décembre 2019 démarrait dans la ville chinoise de Wuhan une épidémie de pneumonie attribuée à un nouveau coronavirus. Sa diffusion mondiale conduisait le 11 mars 2020 l'OMS à déclarer pandémie l'épidémie de COVID-19. Frappée elle-aussi, l'Europe connaissait, et connaît encore, des confinements successifs pour limiter la pression sur les systèmes de soins de santé. Cependant, force est de constater que certains pays (p. ex. Taiwan et Corée du Sud) ont mieux contenu cette pandémie, en témoignent des chiffres de mortalité sensiblement plus faibles. Dans ces pays, le numérique occupe souvent une place importante dans la réponse des états face à la pandémie. Dans un premier temps, nous dresserons un panorama de la gestion de la pandémie dans ces pays, en insistant sur les outils effectivement mis en oeuvre, avant de proposer une synthèse des outils exploitables et de leur intégration. Dans un second temps, nous comparerons la réponse des pays européens. En particulier, nous nous focaliserons sur les applications de tracing, une pièce présentée comme importante dans la réponse des pays européens. Nous discuterons les technologies sous-jacentes ainsi que leurs limitations, en particulier en matière de diffusion, de fiabilité et de sécurité. Nous proposerons en particulier une application locale du proximity tracing comme une composante utile à une réouverture partielle des établissements d'enseignement universitaire.
